The 2018/2019 Federal Government Shutdown Impact on NADP Operations, Data Completeness, and Potential Courses of Action during Future Shutdowns

During the period of December 22, 2018 through January 25, 2019, the National Atmospheric Deposition Program (NADP) activities were impacted due to a Federal Government shutdown linked to the approval of an appropriations continuing resolution bill.  The government shutdown resulted in loss of site operator support and access to sites located on Federal property.  Due the diversity of site operators employees status, agency policies, and land access, the true extent of the shutdown impact could not be assessed until after a complete review of the shipping and analytical record from the sites.  The presentation will describe the actions and impacts that occurred by the NADP Program Office (PO), Central Analytical Laboratory (CAL) and the Hg Analytical Laboratory (HAL).  The review will assess the impacts on analytical results and data completeness.  Finally, a summary of post shutdown actions, lesson learned, and strategies to minimize the negative outcomes associated with large scale network disruptions will be described.
